Is it a pre-built PC? meaning from gateway or compaq or dell?

If so the BIOS are locked to precent overclocking. You may be able to overclock with Clockgen and programs like that, but you won't get much out of it.

The P4P800 VM is not a prebuilt, it is however a micro ATX board with no overclocking capabilities.

I have a P4P800-VM in my closet from my old system. I never actively tried to OC it back then, but I could have sworn I saw FSB adjustment in the BIOS

Dangit, now I have to go buy a 478 CPU and fire it up to check.

The P4P800-VM Manual:

Note that the only performance settings allowed with this mainboad are DRAM frequency settings.
