According to PSU Calc, you require about 465 watts, but they also recommend that you increase your PSU capacity by 50% over the calculated requirement when folding 24/7. I'd say that your 650W is adequate so long as it's not malfunctioning.
Have you stress tested your CPU, RAM, and GPU individually?
Have you considered reverting to Windows 7?
In the short term, just run your GPU. While we appreciate using your CPU to make us more competitive, if your system can run stable with just the GPU folding, that's far more valuable to us.
