I believe this is normal. Try a 3rd party temp program to check.
I've noticed that my temps in the bios are off about 5c compared to other software i use.
The temp i would recommend believing would be the one in your bios.

You don't. Try a 3rd party software to monitor your temps along with the other. Generally i tend to round it off to the highest temp.
Or what i did ((not intentionally)) Overclock like he** and while i was watching the temps, the system would reboot due to thermal throttle. I'm not saying to do this.

BIOS temps are generally accepted to be about 80% of your full load temp in Windows.

What are the system's specs when overclock?

i.e., Vc, Vdimm., Ram ratio?

Using uGuru feature or overclocking from the BIOS? Have latest BIOS? I hear the AW8-MAX has issues with the first BIOS release.

What kind of Power Supply is that?

That is true. My temps are a bit too high when I'm tweaking the BIOS, soon as I leave the BIOS settings, back to lower temps.
