Since we both have the same mobo, try removing some sticks, to like 1 gig or 512, and then try it. In most cases, 1GB outperforms 2GB, since you have a bigger delay. Once you remove some sticks, go into the bios and press CTRL + F1 , and a new menu will come up. I think ittle be advenced chipset features (just try all untill you find one that says "1T or 2T" and change it to 1T. Anyway, try that article, it really helps.
No, it's only the cpu since when I put mine in it works fine. With my cpu that ram will do 220Mhz with the default timings 1T and when I was having problems with his the ram was only around 190Mhz.
