It may be a ratio is may just be a RAM speed. On my motherboard it is RAM speeds. There are the traditional 400Mhz 533Mhz 667Mhz 800Mhz 900Mhz and 1000Mhz and then a setting for 1:1 (so it will display 2x your CPU's FSB), and then 750Mhz (I have no clue why).

No, watercooling is not a cheap hobby, nor should cheap parts be purchased. Water and computers don't mix, so you must be very carefull when building a watercooling system that you buy quality parts.

Good? No. With that kinda money, you'd have to try and build your own. Let's see... Water block ~$40, Heatercore ~$20, cheap res, and a pump ~$50 at least. I don't see it happening. But it's not impossible.

so does that mean that i should set my ram speed to double what my cpu frequency is at to get 1:1? And when i adjust the voltage, is it DIMM voltage?

You RAM speed should ideally be double your FSB for 1:1 ratio. DIMM voltage is your memory voltage. You adjust that so you can get tighter timings.
