I'm a n00b so bear with me!

i have a p4 650 3.4 and my system is supposed to have the 1066/800 mhz FSB. when I use everest to check my system clocks its not showing the 3400 mhz, and its showing my multiplier as 14x instead of 17x as it is in my bios. Its showing my cpu clock at 2798 mhz. please see below:

dont worry you just have intel speedstep tecnology enabled that causes the proccesor to slow down when idleing

So if i put some load on the machine, like memtest or something it will get into gear?

Im using Abit uGuru and going to work on some overclocks. my idle temp is 37

yeah i have 2 instances of memtest running and now everest is showing:

cpu clock 3407 mhz
cpu multiplier 17x
cpu fsb 200.11 mhz
memory bus 266.49

looks like im good to go

cpu temp is up to 55 about 10 minutes into the memtest instances.

Yes, but if you plan to overclock you should disable speedstep,it will give you more stability .
PS : keep those temps below 65C

yeah i had cpu throttling enabled. I see now how to disable it in the bios.
