I installed a ATI Silencer and I removed the square shim that surrounds the core. Should I put this back or was it ok to remove it?

It just popped off and in order for my old Vantec Iceberg 4 to make contact I had to remove it.

I was just trying to get some ideals.....I installed the ATI Silencer and am still only able to achieve a 410/381 overclock. I could get 405/381 with stock cooler.
