control of fan speed for the heatsink?

I am newcomer here. I just build one machine and I am wondering if fan speed over the heatsink could be adjusted manully. Because, I am using presler 920 and whenever idle or full load, fan speed is always running around 1200 rpm even if the cpu temperature is already up to 57 for full load. At this point, case temperature is around 28. in addition, I am using intel-stock heatsink. Thanks for any input.

wow, it is working with speedfan. Now fan is running at 2250 rpm and cpu temperature is around 47 while fulled loaded. ambient temperature is around 27. While cpu idle, its temperature is almost same as the ambient temperature. also, I have overclocked from 2.8 to 3.63 Ghz.
