Yeah, you'd have to take off the fan and heatsink. And reapplying the thermal paste would probably be the best thing to do. Its understanable if you don't want to go through with that hassile. Most of the new AMD 3700+ SD have been overclocking good anyway.

I looked it up....seems like most of the 3700+ have e4 stepping? Does that mean anything to you...haha i have no clue man.....all i know is i cant get it to overclock any higher than 2530mhz, and i dont understand how to overclock the ram....

It takes time, RAM can be tricky. So to take it out of the picture set it on a divider, which means your making run at a lower frequency than what ever it is currently at. it can be done in the memory section of your BIOS. something like 4:5(memory:cpu) or drop the number thats at 400 to 333 or if its at 200 drop to like 188 or lower.
This is what its like in my BIOS it will be a bit different in yours.
This will let you focus more on oc'ing the cpu and not worry about the RAM geting in the way.

I would advise in not doing that. Just my 2c. My benchmard points fall w/ a decrease in ram frequency even w/ an increase in overclockability.

is your FSB at or below 1000. If you don't know then look in the CPU section of BIOS and change it from x5 to x4 or x3.

Yes putting the RAM on a divider can slow things down a bit. Not noticable though if cpu overclocks like a 100mhz more though. Keeping ram and cpu in a 1:1 ratio is the best. I suggested a divider because I thought you were trying to see how far you could oc your cpu.

EDIT: sorry I can't be more desriptive here but our BIOS are both different from each other in many ways.
