If you'v rechecked the power in connectors...
Check the voltages both in the BIOS and with a volt meter.
Usually the next step is to reassemble it out of the case or a bench set-up on a nonconductive surface like cardboard, phonebook or piece of wood and with only the CPU/FHS plugged in, 1 RAM module, Vid card and of course the power connections...
Don't connect the ON/OFF case switch, just tap the 2 terminals with a screwdriver to start up!
You could try the ON/OFF switch bypass described above before you do a bench set-up to eliminate a flaky switch.

I have had that problem also. I found that when I set up my pc to shutdown when I pressed my power button, the problem went away. I think that sometimes CTRL + ALT + DELETE acts in the same way pressing the reset button does. I always just power down and then restart that way.

What PSU model of Tt do you have ... these PSU are not known to be able to deliver true power specs and you have some high power components ...

Also Check voltages with a meter at post, OS idle, OS load.
