Would a dud CPU effect my memory though, even when I have my CPU at stock speeds? I know about the on board memory controller, but I don't see how a dud could effect my RAM voltage and speed...

by dud i just mean that its not as good of an ocer as some of the other 3200 we have seen on this forum...but no i dont think it should effect your memory in anyway....im not too sure though since im not an expert in ocing...is there anyone that can confirm this??

It couldn't effect your memory, that is supposed to run at 250MHz stock.

1)Run MemTest86 at stock settings to ensure memory is stable, and if that comes clean...
2)Try a different PSU to see if that is causing your issues, and if that comes clean...
3)Try your CPU and memory in a different system to see if it is your motherboard.

If you do not have access to another PSU or another system you might want to think about an RMA on the PSU to see if that is the issue. Then if that is not the issue you might have to invest in a new motherboard if you want to overclock, but first make sure you test your memory. Run MemTest86 over night tonight, and go from there. Sorry for the redundency.

I ran memtest for 6 hours, it made 11 passes and found no errors. Is that sufficient enough?
