With a 4x on the RAM's HT, the divider you have has the RAM below DDR400 and your unstable at a very low OC...
Did you find and set the PCI to 33 and the PCIe to 100?

Considering the above I'd agree with the others, get a better PS before OCing with an inaddiquate PS drives you crazy
BTW, you should have 24a or more on the 12+v rail for a system like yours!

you need to specify your pci/agp/pci-e bus freq....you said you could use manual.......do that.

set your pci to 33, your agp to 66, or if you have pci-e use 100.

if you have it as "auto" I would say the default setting would be "by fsb" which will increase the bus speeds as your increase your fsb....this will make your system unstable very quickly.

if you set the speeds manually then you should find that it becomes a lot more stable.

and get yourself a new power supply

methinks its the ram holding that oc back. it held my mates oc back so some G.Skill ram could be worth getting. in your cpu-z screeny it had PC3200 ram and PC2700 ram which means you need to keep your ram below 400mhz as 2700 runs below that.

run the HTT at either 4x or 3x

keep your pci and pcie at the amounts in the post above

and increasing the Vcore can help to keep it all stable.

i run at 1.65 vcore with my HTT at 3x

also your stepping is 0 on your cpu so my stats may be of no help as my stepping is different

Also, try downloading memtest86 and running test 5 a while and see if you have any errors. I just ran it for 6 1/2 hours without a single error. You dont have to do it that long, When i was doing it at first, i would let it run for about 10 minutes. Also try this link:
