I'll be using an intel atom system. Are the mini-itx cases with 100-150w psu's good enough or should I get the ones with 300w?

That depends on everything else in the system.... if you put in a dedicated RAID card with 8xHDDs you'll need more than either option...

What you should be asking:
How many hard drives? How much consumption is each drive? An Atom board isn't going to take more than 15 watts. Add that to the hard drives, fans, controller cards ... you would have a good estimate at what you will need.

If you're using an older Atom board with a 945GC you are looking at 35W for the board alone...
