What does he have for a cooling set up on that thing, actually let me ask is his rig builder up to date? Is it that damn chip or his motherboard? i know with AMD's they prefer cold to voltage usually. Intel usually just straight voltage. hmm, maybe we can send him a care package of a water cooling setup, auxiliary PSU, cold plate and a peltier? plus appropriate insulation and thermal pastes for hot and cold sides

He's running an H80 on it, temps are fine and aren't hitting higher than 55-60C.
Asus P8Z68-V Pro, 2600k, 8GB of the fancy Samsung RAM. And a quality Seasonic I picked out. He's fine on parts, it's quality build. Just have to get that OC stable.

I don't know much about intel overclocks, i know all the nuiances with the AMD, when i get that 2500k though i'll have to learn i'll read up on it on the forums see if anything stands out in the guides that we could be missing. I know they don't have a Northbridge so that voltage does not have to be fiddled with.

Intel CPUs usually have a higher TjMax (under 80C is acceptable 24/7), and I'd go up to ~1.42v on a 2600k comfortably for 24/7 operation.

The most bothersome things about overclocking Sandy Bridge is over 4.5GHz. I can get 4.0GHz on stock volts, 4.5GHz at 1.32v, and all the other voltages at stock. Over 4.5GHz comes the dreaded BSOD 124, which can be any number of things from RAM to PLL. PLL voltage is a pain on Intel chips because they can actually run more stable at lower PLL volts than stock, keeping in mind that the PLL safe voltage range is anywhere from 1.5v to 1.9v, at 0.0625v increments, with anywhere in between being stable. You could go through the entire PLL range, have nothing be stable, bump vcore, restart, and find stability somewhere around 1.6v PLL.
And then there's lesser known options like VRM frequency which help boost/stabilize an overclock but which most people leave on auto.

and 199 dollars later i have an i5 2500k in the mail. It's going on a cheap air cooler for now I'll deal with Water cooling the thing later.

The Hyper 212+ is in a league all of its own when it comes to air cooling. Especially if you set it up in push/pull. You should be able to get a pretty good overclock with that.
