No, even the pseudo E-ATX boards like Rampage & Maximus's only need 9.

True E-ATX boards (like server boards) need 12. But you can get by with just 9 though, and to be honest it's a small oversight but I don't think it's really a problem.

Hi K10,
I am actually going to build my own with the NZXT phantom too. I want to install the 200mm side fan but then I am not sure if my CPU cooler will allow it space wise (around 145mm high). Could you kindly take a measure and tell me how much space you have between your CPU and the side panel? Thanks a lot!!!

The box says it allows for 180mm CPU heatsinks WITHOUT the side panel fan. The NZXT 200mm fans are 30mm's thick so that should give you ~150mm of space. I'd still recommend the Corsair H50 though.
