No, you do them in your Oblivion.ini file C:\\Documents and Settings\\Administrator\\My Documents\\My Games\\Oblivion directory.

Find the ones it says and change them.

No...that's in the Oblivon.ini file. Go and read the guide so you don't accidentally break your game.

Follow my link to my thread in my first post. It has lots of Oblivion tweaks in it.
Make sure to back up you Oblivion.ini file.

Something everyone should change.. go into the .ini files and search for 'screenshot' it should find something along the lines of 'EnableScreenshot' cant remember exactly how its put. But if you set it to 1 instead of 0, you can take screenshots, without the need for FRAPS etc. You also need to change the option below it that says 'ScreenshotIndex=0' or something along those lines. It needs to be on, so that each screenshot is assigned a different file name. otherwise it will keep overwriting them.
