Have you pulled the card out and made sure that the slot and card is free from debris? It may not be seated propely either. Does your whole system power on (hard drives spin up, cd roms spin up, psu come on? Do you have an old card to try out in the system to see if it is your card?
yes its a 6600gt n yes its plugged in , i have said ive tried different graphics cards, the mobo is brand new so i doubt there is anythink in there, n yeh i can hear everythink do the normal checks etc. "sighs" looks like im gonna have to take my water cooling out n the mobo, stupid pc i hope ebuyer send me the same one back but a working one

is it 0.4 (the . signifies uguru specific)?
that's a memory initialisation problem either on the board or gfx but has been seen on some boards to be related to overtightened hsf/waterblocks and/or non-standard backplates.
Another thing to watch out for is that the board by default will look for an rpm signal on the CPUFan header & if it doesn't find 1 will shut down. You can disable that in the BIOS but you will need to connect an rpm signalling fan in order to do so.
