Faulty switch is all i can think of, what kind of case you have and how old is it? Im confused about the edit post, are you trying to say that you have to hold the button down awhile to get it to turn off?

bad motherboard or bad power supply or bad cpu ?

You probly have it set for a delayed shut off or something in your bios instead of instant shut off. Usualy on computers if you hold down the button for about 4 or 5 seconds it will do an immediate shut off.

What happens if you boot without the DVD drive? Is there maybe some kind of weird short in that player??? This does sound odd...

also a possibility that the connection to the mobo from the power sw and reset button isn't wokring properly. There a relay messed up somewhere, i just cant pinpoint what it could be.
