Yes a divider is not a bad thing if you have ddr 400, but i paid for ddr 500! And yes my LDT is at 4x already. It just seems to me that all my settings are right. hmm. How can i tell if it is my CPU that is bottlenecking my overclock, specifically?

Keep in mind that most power supply ratings are MAXIMUM values and usually can't be sustained for long periods of time. Also, those ratings are usually given at temperatures far below real world conditions. Running a 7800gt and an overclocked cpu on a 380 watt psu might be asking too much of it.

Oh yea, the computer DOES boot up but it just freezes during prime95 or just by moving the mouse.

Yes i am starting to agree with the PSU suggestions. But if the system is not getting enough power, is the computer's normal reaction to freeze completely and have a sound loop( if playing music ) ?

yes, it can get "hung up" if you will, if the system is demanding too much power, but can't be supplied it.

AH yes then it must be it! My mobo and cpu have been praised for ocing plus i have ddr 500 ram.....the psu is the seemingly weakest link. i suspected it before but did not want to admit it to myself. Imma get rid of this psu and come back with a stronger one about 500w fosho. Thanks all, and I will update you guys when i rebuild my comp after Epox sends me my mobo back. Btw this time im gonna use arctic silver5 just incase it is heat, which i doubt but i needa reapply paste anyway so why not go with the best?

Ya thats a good choice. I would also go for a decent powersupply that you think you can relie on. If your psu goes it can take other stuff with it and it sucks. Not going to do that again.
