The cover plate is just plain ol metal.

I used SEM Bumper Repair this stuff is really good for plastic jobs like this.

Update:
Got the rear drive and PSU cover made today.

Also made the top filler panel where old IO panel use to sit.

Just couple more holes to fill and I can final weld and finish.

Pics updated in OP.

Finally got the 51 Chevy done today and customer picked it up!!

I had the the car for a almost 2 years due to some money problem on his end and health problems on mine. All worked out though.
