Ive seen semprons get some nice ocs out of those 2800+ but with the pci and agp bus unlocked it could be causing you probs. Wish i could help ya more

Leave the ram at stock voltage and just up the vcore and your chipset.
If these doesn't work do as i sayed up above. Also you can loose your timings alittle and see if that helps.
Also can you tell what the stock speed on that is also the fsb

yes you dont need more voltage for your ram
you simply need to set a divider 1:1 is optimal
also make sure to lock your agp/pci or pcie/pci frequencys to
66.66/33.33 or 100/33
remember to raise your fsb in small increments about 5mhz
do this until your computer doesnt post
then back the fsb down by 5 load windows and run stress tests, check your temps make sure everything is good
if you have low enough temps you can then begin giving your cpu/ram more voltage and raising the fsb a bit higher take it slow, it doesnt happen in 10 min
EDIT: dont increase the voltage too much on air as your load temps will start getting quite high

754 cpus
AMD Mobile Athlon 64 3700+ (DTR) ClawHammer 800MHz HT 1MB L2 Cache Socket 754 Processor - OEM 1m of cache will help out in games
AMD Athlon 64 3400+ Newcastle 800MHz HT 512KB L2 Cache Socket 754 Processor - OEM good if your on a budget
AMD Mobile Athlon 64 4000+ (62W) Newark 800MHz HT 1MB L2 Cache Socket 754 Processor - OEM
AMD Mobile Athlon 64 3200+ (DTR) ClawHammer 800MHz HT 1MB L2 Cache Socket 754 Processor for DTR Notebooks - OEM its a mobile proc but from what i understand it should work in a pc (correct me if im wrong)
IMO save for 939
if you want to stick with 754 go for that last one the 1M of cache will help in games i dont know as much about amd ocs but im guessing with decent cooling you might get about 2.3-2.5

What about RAM timings? Could be a bad stick of RAM. TRy MEMTEST.
