I guess you don't understand the sheer size of our galaxy. Even if the success rate for live civilizations were .00000001% there'd still probably be 10 active ones right now.

The general populace is obviously kept in the dark when it comes to government experiments. Who the hell knows what they're up to or what technology they've evolved? None of us do. You all speculate from the safety of your home, while they conduct what they do behind closed doors. A "UFO" is just that -- something unidentified -- not an "alien craft" by default. And it's no f'ing surprise that most "UFO" sightings are ALWAYS near military bases...
