CPU slow down at 38C?

i have a problem with my CPU. no matter what i do the temperature never goes higher than 38C. i have disabled AMD K8 cool n quiet and disable CPU thermal throttling in my BIOS. whenever i max out both cores the temp never goes past 38. i ran 2 prime95 large FFT torture tests for an hour and the temp was still 38C in everest and other programs. and its also OCed to 2.2GHz from 2.0 with 76F room temp and a stock HSF. i want to fix this because i think something might be slowing my CPU down to keep it under 38C

also, iv ran dual prime95 on 2.0GHz and 2.4GHz and my temp still doesn't go past 38C. that has to be a problem but i dont kno how to fix it.

does anyone know something thats wrong that may be stopping my CPU at 38C?

Well i wouldnt be complaining but then again that may be a misreading of your CPU temp. Your motherboards Temp prob for the CPU may be faulty mate.
