The higher the refresh rate is the less of a chance there is during gaming to see stripping during fast moving screens, only things your monitor might start to give of a feignt whine with can be annoying i would suggest no higher than 70mhz unless you've got a ****e hot monitor

1024 * 768 @ 60 to 75 Hz

I did some research and found this to be the spec. I have it set to 70mhz now

I had the same problem as you: When you turn up the refresh rate it becomes fuzzy right? Well you need to know that it is the monitor's problem, not the videocard. So to solve this, all you need to do is press the "Auto" setting on your monitor, which will automatically adjust the sharpness of the display picture. Or you can do it yourself by pressing the little Menu button on the monitor and increase sharpness until it is picture perfect with the highest refresh rate setting.

wait.

that would mean it doesnt matter if my card is puttin out 100FPS, becuase my monitor only paints 75 frames per sec.!!?!?!?!?!?!

then wth do i have this card for.
