idk but with my system i can play bf2 maxed out @1280x960 (ithink) and get a steady fps above 30 or so

Well... let's just say reclocked...
A 3700+ with DDR500 and set at 10x250 is a coservative but very good way to go for him which won't give him any issues with the retail FHS and give him a ton of bang for the buck

Energy efficiency is good, but 300W is not a lot of power. Check Fishie's suggestions. He has a good point with PFC. Get a more powerful one than 300W.

Or check this one (claims >85% efficiency):
