So higher RR won't hurt your eyes, but lower RR will?

Also what exactly is RR?

im not sure exactly what it is but a higher RR, it lowers FR in games i believe

Refresh rates do matter with fps in games...for example, if you run 1280x1024 and your monitor refreshes at 60hz, then 60fps is where your monitor will max (assuming vsync is on).

You sure as my monitor is a max of 60hz and playing CS-S with V-Sync on i get 140 variable....
