Reading over the internet if you search the error # you find people who report ooooooodles of different crap. Which sucks, but gives some options.

Some fixes:
Try a different disc drive. Some users with dvd drives report being able to install on their cd drive.

Just install steam and download the games using your cdkey and login info.

One user reported his SP2 on win. xp effected it....Think this one is crap

Honestly, steam has set up ways so even if your disc sucks you can still use your cdkey/login to play the game.

same thing happened to me the way i fixed was just double clicked it and it asked what program to open with hit cancel then it found it and continued installing
