Yeah... I get the following according to speedfan
12V: 11.94V - 12.10V
5V: 5.12V - 5.14V
3.3V: 3.2V - 3.4V

It does not matter if your voltages are slightly lower than spec. As long as they're reasonable close to spec (officially within 5%, but I'd like them closer), you are fine, as long they're stable (no extreme fluctuations).

The Fact is alot of people Get paranoid with the fluctuating Voltages and its usually nothing it wont affect your Overclock in any way at all unless if fluctuates to something horribly low but thats doubtfull to happen. Yes your PSU is just fine with what you have in your Rig and overclocking Wise so no need to worry about it at all.
