If you look at the wording of the OP...It says [currently the law may not store or look at information without good reason].

Basically that means they can already do whatever they want. It's a big step from requiring permission ahead of time -> to legally requiring EVERYTHING be stored for at least a year..and/but it's a big step towards another big step....etc...that will end up 1984. Government/The Law is the biggest business there is and you can't stop money.
