Otherwise the only other Explanation would be a Dying PSU or one that cant supply enough power.
outside the case sounds like the next step..... oys......

is there something special i have to do to run it when its not in the case? ground it, or it is already grounded thought the mobo power connectors enough?

That PSU should be good enough.. Let's assume it's not failing. Then, did you ever overclock, and if you did, did you lock your AGP/PCI clocks?

When you attempt this donw just put the motherboard on the Floor you Need to set it down on Some foam or Anti static Bag.

and i cleared the cmos so the clock speeds should be reset.....

ya i plan on putting it on the anti static


man, i dont know *** is up with this....i find it really weird that it doesnt shut off with no g-card in, and it shuts off with either of the 2 diff cards i tried....

I'd say check your PSU with a multimeter. If you don't have one, you can get one at radioshack for $15.

Well once a g-card is inserted it needs to draw More power from the PSU so i think the psu is where your Problem lies.

could be looking back on it i had this issue, i had to remove my graphics card all together and get a new PSU, my friend had the same problem and blew his motherboard and everything with it, how much would it cost for a 550 - 600w PSU about $40 make $50 better safe than sorry... one way which i found out i had the problem is computer restarted evertime i plugged in a new device.

i mean, its a good psu, i did some research b4 i bought it, cuz my last one was **** and gave me issues

its a thermaltake purepower 460W btw, not butterfly, my mistake

The PSU is a good brand and so... but still, it's possible you just have bad luck with it. Do you have a spare PSU handy to try? (maybe your friend's?)
