Overclocking Questions FX-60

Well, I'm new to overclocking, but heres what my set up is:

Rosewill RP550 ATX 550W Power Supply
FX-60 AMD
ATI x1900xtx
ASUS A8N5X
OCZ 2GB (2 x 1GB) Unbuffered DDR 400 (PC 3200) Dual Channel 2-3-2-5

Right now its all stock cooling, but I plan on getting this:

Along with waterblocks for:
Ram
CPU
NorthBridge
Video card
Video card ram

My question is, what, if anything, is going to bottle neck my overclocking?
My goal is overclocking the CPU to around 3.5, higher if I could.

Well you should go and buy a better power supply for starters. Rosewill is not a good psu name and if you spent that kind of money on a system you need a better psu period. As far as getting to 3.5 your board will probably be your next bottlekneck. Id see how it does but if you want to reach around 3.5 a better quality board might be needed.

Well, antec true power would be my PSU upgrade, what boards should I be looking at?

Anything in the DFI LanParty series. They have an ATi Crossfire board, I'll edit with a link. I really doubt you'll get to 3.5 with anything short of Phase change cooling, but 3.2 might be doable.

Are you going crossfire????

No crossfire. Maybe in the future?

And don't both cores OC together while raising the muliplier?

So...I've been thinking. Would I see better preformance if:

A) I bought a new mobo/PSU and water cooling system and OC'd.

or

B) I bought a new mobo/PSU and crossfired?

I figured both choices will run me about the same either way, so which should I do?
