So you eliminated the CPU, motherboard and PSU. What is left to eliminate? What has been a constant through the changes? Hard drive, PCI cards, memory, fans? List ANYTHING, even something tiny that you wouldn't think mattered, that has been constant through the changes. Give me a full list, then I can help.

I seriously reckon its a motherboard issue sounds like something has gottne fried or damaged. It can be the chipset that gets too hot and fries ass this can happen its just rare. look for any cosmetic injuries on the board such as burn marks.
