New build and video problems

Grrr.... I just put together my new build yesterday and I'm already having some annoying problems. Here's what they are:

1) Post screen is corrupted and unreadable (picture 1). This was fixed by a bios update to the motherboard but I still thought it's important to say.

2) After the windows boot screen completes the screen is corrupted and garbled for about 3 seconds (picture 2)

3) Sometimes when powering on (cold or warm), the desktop will be strangely corrupted so that the bottom is on the top and the right is on the left. (see picture 3). Again, this only happens about 1/2 the time and it seems to be purely random. Sometimes it's fixed by changing resolutions and back, and others it's not so I reboot to fix it. Sometimes I will have to reboot one or two times before it's gone. (pic 3, 4, and 5)

3) On all darker colors there's diagonal moving lines. They are very faint and it took a few hours for me to notice but now they're extremely annoying. I tested the monitor and digital cable on another system and it's fine when I do that. Strangely this is not capturable by a camera, but I can assure you it's there and it's annoying.

Any ideas? I think it must be either the motherboard or video card... but I'm not sure which or what to do about it. It wouldn't be so bad if I had to RMA the video card because at least I have onboard video... Any ideas?

Well try uninstalling your drivers with driver cleaner pro, then install the latest ones. Check your gpu temps. You may have to RMA your gpu. Probably a driver problem. Try your gpu in a different system and see if it still does that. If it does, its the gpu. In that case you can RMA.

I'm surprised no one has mentined PSU issue, is your X2 OC...doesnt that video card need a 450Watt minimum...just another possibility, but still could def be the actual card

Ok, I just tried that but no difference. Actually I think it's worse now. I tried 6.4 (current) and also 6.1 that came on my CD with the card, but they both have similar problems. Strangely, there are no problems when there are no drivers installed. I wonder what that could mean...

Darn... this is the first PCI-e comptuer in the household. Also I only know one friend with a PCI-e comptuer but he's a long ways away. I think I would sooner RMA.

No OC at all. Also this PSU is no cheapie, it was $96 and it actually puts out the rated power unlike 90% of other power supplies. Rails are rock solid 11.9 thoughout idle and load.

Also one last note... the annoying moving lines seem to be coming and going with each restart as well. For example, right now they are gone. But sometimes they come back. They're evil...

*update*

Video card is back from RMA and has the exact same problems as before. It must be the motherboard now, right? Just checking before I send back something else.

Okay, big update with good news!

First, I got my motherboard back from RMA and that didn't help at all. For some reason though I am getting a 5 second delay while XP is loading but the hard drive is not working, I'll try to figure that out later though. So the problems were still happening though.

Finally, last night I decided to create a partition and install a different copy of windows on it. Well, that fixed it. All that time and all the money spend RMA'ing stuff and I could've just reinstalled windows. Grr...

Moving on, that delay loading windows perists though multiple fresh installations. I thought it was a bad setting in the bios so I went though every single one but could not find anything that might be related. The problem is that the windows loading screen shows up, and the bar moves, but the hard drive is inactive for about 5 seconds and then it starts loading. It's kinda annoying but I could live with it if I had to.
