Fill out your profile with your rig you play on. Then we could help you better. It all depends on your setup.
However, the game is NOT coded to take advantage of multiple cores. So a decent dual core can handle the game fine. GPU wise doesnt require alot of horsepower either.

I'll also add that as soon as 0.8.0 hits the gfx engine is overhauled as well as the addition of physics.

So you may get a little boost in fps. Second iteration of teh test server is live so probably another week or so and 8.0 will hit the real servers.

Updated my rig. I get minimum 18 fps and average 25 fps. Sniper mode into the corner of a map gets the hard max limit of 76 fps !!

I actually like the physics patch, although it did nerf my beloved 50-2 a lot. The powerslides are cool, but grinding to a halt takes away a lot of the clown car aspect of it, and it gets a bit old. No longer is it a true troll machine. That said, it makes playing arty a bit easier, since you're less likely to get accosted by those things in the first 30 seconds of a match.

And the new graphics are pretty sweet.

There's a thing called WOT Tweaker that takes away a lot of the fps-killing effects, that helps a lot. After all, once you've seen the effects they just get annoying (if they are killing your gameplay).
