Each tank is assigned a point value. The matchmaking algorithm tries to assemble teams of roughly equivalent total point values based on the tanks available in the queue. Usually it works out okay, but it doesn't take player skill into account, and occasionally you end up with a situation where one team gets, for example, all heavy tanks on Himmelsdorf while the other gets all mediums... To say nothing of the effect that platoons of varying skill levels tends to have.
Think of the matchmaker as taking two people to the grocery store, giving each one a basket, and saying "Buy things to make dinner, but your bag can't weigh more than 10 pounds." Easy enough. But in practice you force one guy to buy a bag of flour and a 3-liter soft drink, while you only force the other to buy some fresh herbs. The end result is that one team ends up with a much better meal than the other.
