I dont believe the surface is textured at all, and if it is i dont think i would mind it. My question is should i still sand it, or can i just get primer and paint over the case? So my question is say i wanted to paint the entire case a nice glossy white, what would you recommend going out doing that? 2-3 layers of primer then 2-3 layers of high gloss white paint and finish it up with 2 layers of clear coat?

If the surface is smooth their is no need to sand it. Get a 3M scuff pad and thoroughly scuff surface.
When finished clean with wax and grease remover or alcohol.
Then I would recommend using a non-sanding primer sealer (promotes adhesion) spraying just 2 coats when dry (30min) you can start painting.
If you use a primer surfacer I would let dry overnight and sand wet with 400 grit. Although if it has factory paint inside and out you could scuff and go straight to paint.
Main thing is it's good and clean, make sure you use a tach rag before sealer then again before paint.
