What we need is a program that can set both the 2D and 3D clocks + voltages.

No we don't just use 3D all the time it doesnt matter. It is fine to just stop the 2D clocks, the card doesn't even run that much hotter when running 2D with 3D stock volts. ATI tool works well and is the best tool out there, don't recommend using CCC it is useless.

As already stated previously in this thread by others, you need to check clock speeds while running a 3D application. As far as the artifacting, it sounds like you need to uninstall your driver, clean using DriverCleanerPro, and reinstall. That should fix the artifacting if it's not a damaged card. If you do that and it still has probs, it might be RMA time.
