Against EULA for 1
For 2, no reason to buy a mac.
I read your other thread, I see nothing in it other than one person saying they dont recommend PCs to older generations than themself. If all they are doing is hitting up facebook then its a waste of money to get a mac. Get the PC, save the money, educate your mother on how to not get viruses, and sit back and relax with that extra $400.
