On air I would try to keep it under 1.15V, depending on temperatures.

What FtW 420 said. Surrounding ambient, cooling modifications, case flow and the GF110 bin are the primary factors involved. GTX 580 TIM Replacement details my attempts to deal with lowering temps in the face of 1.1380v - 1.1505v on air.

Now I may get flamed for this, but I am going to start discourage members from over volting too high.

I don't have solid proof, but just from personal experience and empirical evidence, I have witnessed a much higher failure rate from those who over volt their cards.

I have seen users here RMA their 4XX cards and 5XXX cards already! And most of them havent had the card for longer than a couple of months.

Ever since I started to heavily over volt my GPUs, I have RMA'd four, yes FOUR times in total (prior to this, I have never had to RMA a card).

It could be bad luck, terrible quality control, or what have you, but I cannot deny the fact ever since I have seen people over volt via software like Afterburner, there has been a substantial increase in number of defects and RMA.

I dont know if anyone else has noticed this, but this is something I have taken note of recently.

The EVGA GTX 580 Fan Unlocker v1.0 BIOS flash raises the max voltage for EVGA GTX 580 cards to 1.15v.

825/1650/2100 on air at stock voltage is considered a fair OC. Most GTX 580 cards can do between 835-875/4200 on stock voltage. Some higher, some lower, depending upon stress/verification methods. I was able to hold at least 865/4200 with a min ambient of 78F under max runs of Heaven/3DMark06/OC Scanner.
