The G.Skill Ripjaws 1600 7-8-7 could reach 6-8-6 easy; they use the same (but likely lower-binned due to voltage requirement) IC's as the G.Skill ECO's I believe.
Yea it's a bit harder to clock and tighten down timings with Mushkin Blacklines than G.Skill ECO's, but I don't think that's a fair comparison. Blacklines are Mushkin's value to performance binned RAM while G.Skill's ECO's are top of the line performance binned RAM.
Anyway, I don't know what you're doing 7-6-7 @ 1.65v? I could do 6-8-6-21-1T @ 1.60v, undervolting them.
