It may cut it with a 450W but I honestly don't trust Antec at all. I had the SMP 2.0 500W and for some odd reason I just didn't trust the PSU (oh! yeah, I remember, I don't like Dual Rail PSUs).

Get 500W+ PSU, that way you'll have some room to OC the card and maybe the CPU as well.

No, an unOCed 3500 Venice isn't enough to keep up with an x1900xt/x
You should OC that thing to at least 2.6GHz.
And 450 watt Antec SP 2.0's are great PSUs, dual rails are good, don't listen to Nasgul.
You may want to upgrade your PSU though, if you start running into PSU stabability issues.

I have the x1800 and an amd 3700 san diego and both seem like great products but I dont think I have them running up to spec. Ill get 267fps max with 126 fps average on fear but during game play it just feels laggy. hmmm...

Overclock both your proc and the 1900xt that you should get. It will/would pwn.

At this point you should get a X1900XT. If you had a SLi mobo or would get one soon I would reccomend a 7900GT pair for about 150% of the price of one X1900XT.

That part is overrated. It will keep up, the game play is bound to GPU not CPU. So a 3500+ will keep up.

I tryed overclocking my processor. I couldn't get it stable at any overclock. I may be doing to something wrong. I'll try the amd forum. Thanks for the advice guys.
