For a 65-95W processor and overclocking you will want at least 4+1 and mosfet heatsinks; for 125W you will want 8+2 and mosfet heatsinks. This means you may have to spend more sadly, but it puts you at less risk of the motherboard catching fire.
XFX 650W + XFX HD 5830 - $215, $165 AR (that's right - a basically free power supply! Tiers above everything else on here)
ASUS M4A79XTD EVO - $89, $73 AR
NZXT BETA EVO $40
Phenom II x4 955 - $135.50
Kingston HyperX 1600 9-9-9 - $40 AR OR GeIL Value 1600 9-9-9 - $45, no rebate; actually the Ripjaws are also good despite the price for 1600 9-9-9, they overclock very well.
Windows 7 Home Premium x64 - $100

This will pass $600 without the rebates, but total in at around $550-560 with them. You are getting the best price-performance possible with my selections (I hope), however I'm trying to find more items that may better suit your budget. For gaming, stay Phenom II, the L3 cache can help with framerates.
EDIT: A Phenom II x2 555 will fit your budget before MIR a bit better ($575 before MIRs, ~$500 after); you have a chance of unlocking the remaining 2 cores for a quad core, but otherwise have great gaming performance anyway since I don't think any of those games you listed are particularly CPU-intensive.

Get rid of the GTS 450.
$20 more gets you a GTX 460 - much much much better imo.

And don't get a CoolerMaster PSU. Go for OCZ or Corsair, even Antec.

thx for all the input guys. This is so confusing on what to get lol i just dont want to get the wrong thing >_>.

I may have confused you guys on the games I play. I do play games like css and tf2 BUT i will play new upcoming games. So what i mean by this is, dont help me and think hes only playing this low tier games so he doesnt need anything that good. I will play games in the future not just css and any older games.

@Morizuno: for css i play 800x600 (i play competively) and for tf2 is on default. My res for XP is 1024x760


Question: When looking for a mobo, what should i look for and what should i steer away???
2. Whats the difference between a GDDR5 graphics card and a DDR5??

GDDR5 and DDR5 for the graphics card are the same thing. For that resolution a gts 450 is an overkill, and so you don't need a gtx 460. When looking for a motherboard, the better brands are gigabyte, asus, biostar (sometimes) and asrock (sometimes). For a chipset, the 880g should be good enough

i might get that deal. Is that card better than the GS 450??

EDIT: but im a little worried after reading the reviews from people saying some get a clicking noise and others nothing... maybe i should bite the bullet or find something else? =/

Much better card than the 450. The 450 is between the 5750 and 5770 performance wise, and the 5830 beats the 5770 performance wise.

do u have or have u had or do u know anything about the PSU offered in that combo deal? Like i said i am a little worried in getting it and having a clicking noise appear.
