So after messing around with NvidiaInspector and modifying a few INF's... It came to the attention of another user to add/edit a registry key.
First thing's first... Download Nvidia Inspector:

Next, Run it as Administrator and click the Tools Icon as demonstrated and highlighted below:

Next a big window with multiple listings of settings will appear. Within the first 5 entry's you will see two labeled SLi Compatibility bits (DX10) and SLi Compatibility bits for the BASE PROFILE.

Select the values next to SLi Compatibility bits (DX10) and change it to 0x080000F5 then click Apply Settings. The SLi profile for 3DMark11 does not override the main settings when you make changes to it, which is why it needs to be set to the Global Driver Profile. (Make sure 3DMark11 is closed during this time or the setting's won't apply to it until you restart it.)
At this point you should get SLi scaling and performance in 3DMark 11.
Notes: This is no guarantee, but it has worked on two GTX 400 SLi systems so far.
There's been reported flickering with this "fix" or "workaround".
