Power help with 9800GT!

My brother has a ****ty dell with a 9800GT. All he does is play World of Warcraft. His powersupply is a 280W Max and his GPU requires 400 minimum. Do you think if he got a new PSU it would make a difference as far as performance goes? He said sometimes he runs it on Ultra and it runs fine, and then other times he runs it at the bare minimum and it wont even hardly run. Can the PSU bottleneck the CPU and GPU in this case?

i don't think the PSU would necessarily bottleneck anything instead it would not deliver the power needed and the system could crash or PSU break or something along the lines of that

anyone else with an opinion? I know the GPU isnt getting enough power which could steal from other ****. It doesnt even have a 6 pin. He was using an adapter to connect to Molex to a 6 pin.

Yes, this used to happen to me all the time. I Used to have a Radeon HD 5670 with a 300Watt Power Supply. You should upgrade the power supply to atleast 400Watts. Its not that it bottlenecks the system the GPU and the CPU are'nt getting enough power to run properly
