http://i53.tinypic.com/rjpnuq.png I don't know what the GPU settings mean, but I do know what the CPU-Z means. That is under load of Dolphin. Anything abnormal?

Nothing abnormal but that's not what I meant.
Forgive the Finnish task manager but I hope you get the idea. So see how many % of gpu and cpu are loaded

It's at 13 %. But again, Dolphin uses almost all of the CPU and little of the GPU.

Oh yeah then you are cpu limited. Have you tried fiddling with the settings of Dolphin?
