Noctua NH-U9B SE2 Hissing sound

First of all, I apologize if this is the wrong section but it does have something to do with my cooler... I think.

Second of all, I'm not sure if it is the cooler that is making the sound. But the sound does come from the area where the cooler is located.

I think it might be one of the fans, but i can only stop one of them because the other one is sucking air out of the case and i cant put my finger in the middle there cuuz it doesnt spin. (lol i suck at explaining but i think you know what I mean)

Maybe it is my PSU. I do not know, but what i DO know is that when i stresstest the CPU with Prime95, the "hissing sound" increases.

Here I have uploaded 2 Samples of how it sounds:

You can't really hear the difference between, but in RL you would of heard the difference.

So, can someone please tell me what component is making this sound, and/or how to fix it?

Just disconnect the fan to find out.
