Both GPU-Z and Afterburner are using Mark Russinovich ProcessExplorer 15 concepts of accessing Direct3D kernel mode.
GPU-Z and Afterburner can not tell the difference if the second card is 1GB. Because Afterburner and GPU-Z read each card must put equal amount of VRAM as its siblings in Crossfire or SLI.
That 2.8GB reading correct only if the second card VRAM is 2GB.
If all monitors are connected to 2GB card then it's the primary, no other way around it.
