Well, my simple matter-of-fact details of what's not working in CF mode apparently made Unwinder (the dev behind Afterburner) apoplectic and now he's vowed not to post on his Guru3D forums.
Hysterics aside, the basic problem is that the overvolt settings only stick to one card in CF mode.
My 6950s unlocked their shaders fine, but they're not stable when flashed to full 6970. This seems like it's solved by increasing voltage and/or decreasing memory, but it's pointless since the voltage increase will only apply to one card.
The whole reason I'd flashed to 6970 after flashing shader-only is because of the ****ty OC ceiling in CCC for 6950s. That ceiling requires you to turn on unofficial OCing, which is a mess for reasons I've mentioned before.
And still no real answer on how Powertune interacts with voltage increase. I'd assume that it would throttle any overvolt-enabled OCing because Powertune is TDP-sensitive, but I can't test it.
