this computer was actually a gift for my gramma, im just using hers right now, but its really good. she really likes it. she too came from xp, theres no real difference, except i "pined" google chrome to the start bar, so its easier for her to find. but you cant build a computer for under 300, so i think the best place to go would be walmart. my gramma is like your mom, mostly checks email, this was our gift to her.
Prebuilt!? You should leave the forums, sir--what I mean is, just leave, for 10 minutes, then come back. You will see a lot of people arguing against your case and perhaps even bashing you for it... there's a reason we go for custom built: parts quality, performance and, often, price. Prebuilts use generic, undercapable parts (especially power supplies); I would limit prebuilts to the computer-illiterate buyers or businesses.

I'll be doing the same thing come February..
Pick the one with the best upgrade path.

I built one for my stepdad last christmas with an X2, X6 capable 785 board, 4 GB RAM and an SSD. System should last YEARS for web browsing, etc..

Also, for TF2 you could even get away with an onboard 4290.
The game is generally more CPU based than anything.
