Take what is a rather unimportant story, blow it completely out of proportion and scaremonger.

I'm sorry but if the ISP's are needing to do this, parents shouldn't be letting their kids on the internet.

Most firewall packages can do this anyway and the majority of ISP's give them out for free when you sign up.

Parents need guidelines that are shape-able for every individual. That's what the government should be doing. Setting guidelines, not rules, laws and legislation.
